Batta can be randomly recruit after a battle with his battle team at the Heavenly Emperor Stadium since he is a battle scout.

Inazuma Eleven GO 2: Chrono Stone

In order to recruit Batta, he has to be defeated first in a soccer battle in the Holy Road Stadium area. He, then, will be scoutable at the community master in the Holy Road Stadium.
Also, the following requirements are needed:

• Item: Holy Road Directory (ホーリーロード名鑑, randomly dropped from Best Friends (ベストフレンズ) at Holy Road Stadium's parking lot)
• Player: Namekuji
• Photo: Basketball Scoreboard (バスケ得点板の写真, taken at Raimon's gymnasium)
• Photo: Huge Fruits (巨大なフルーツの写真, taken at Torb's home in the Jurassic era)

After this, he can be scouted for an amount of 200 Kizuna points.
