In order to recruit Belial, Dragonlink has to be defeated first in the story mode.
Also, the following requirements are needed:

• Item: Angel and Devil's Doll (天使と悪魔の人形, randomly dropped from Dark Angel in Gouenji Yuuka's lower taisen route)
• Player: Kuniki Tetsuo
• Player: Nagisawa Nagisa
• Manual: Senpuujin

After this, he can be scouted for an amount of 3240 Yuujou points.

Inazuma Eleven GO 2: Chrono Stone

In order to recruit Belial, The Lagoon has to be defeated first in the story mode.
Also, the following requirements are needed:

• Item: Just the Right Watch (ちょうどいい腕時計, randomly dropped from Ogre in Fuyukai Suguru's lower taisen route)
• Topic: Mysterious Pencil (不思議なエンピツの話題, obtained at Raimon's second building 2F)

After this, he can be scouted for an amount of 2600 Yuujou points.
