Houchou can be randomly recruited after a battle with his battle team, Cooks (コックズ) [S] or Chefs (シェフズ) [D], at the Kasenjiki since he is a battle scout.

In order to recruit Houchou, the following requirements are needed:

• Item: Restoration Riceball (維新のにぎりめし, obtained at the end of Chapter 7)
• Photo: Boiling Cauldron (煮える大釜の写真, taken at the Castle Town in the Sengoku era)
• Photo: Tetrapod (消波ブロックの写真, taken at Okinawa's beach)

After this, he can be scouted for an amount of 2200 Kizuna points.
