In order to recruit Rokkou, he has to be defeated first in a soccer batte in Nara. After selecting him in Hibiki's scouting machine, he will be in Nara and will challenge the player to a soccer battle once talked to.

Inazuma Eleven 3

Rokkou can be randomly recruited after a battle with his battle team in Oosaka since he is a battle scout.
